Shirley Neighbourhood Ward Panel Constitution

1. Constitution: This constitution was adopted by the vote of the Panel meeting on 16th January 2007

2. Title: The panel shall be called the Shirley Neighbourhood Ward Panel.

3. Administration: Subject to matters set out below the Ward/Neighbourhood Panel for Shirley shall be administered and managed in accordance with the Constitution.

4. Purpose of the Ward/Neighbourhood Panel: To represent the local community in managing partnership between that community and the police, intended to improve the quality of life and security of those who live in, work in or visit the Shirley Ward.

5. Terms of Reference:

6. Membership:

6.1 The Ward/Neighbourhood Panel should aim to be representative of the entire ward taking into account minority groups as well as those residents who are disadvantaged.

6.2 The maximum number of members should not exceed 15 and should aim to include only those who are representatives of the local community or responsible to the local community. Two thirds of current membership of the panel shall constitute a quorum. A quorum is required before any vote can take place. A meeting cannot be held unless there are sufficient members to form a quorum.

6.3 A member should be not less than 16 years old at the time of becoming a member, and resident or working in the ward of Shirley.

6.4 For new members who are interested in joining the Ward/Neighbourhood Panel they should be nominated by another member of the Ward/Neighbourhood Panel and then seconded by a further member. A vote would then be held where a majority of two thirds of the members present would secure inclusion.

6.5 The Ward/Neighbourhood Panel may, for good reason, terminate the membership of any individual provided that the Ward/Neighbourhood Panel Chair informs the individual of the reason for termination. The proposal will be put forward to the panel for a vote. A majority of two third of members present is required to carry the termination.  There is no right of appeal for this process.

6.6 If any member fails to attend three consecutive meetings the Ward/Neighbourhood Panel may review their membership.

6.7 The Ward/Neighbourhood Panel may authorise the attendance of any individual or representative of any agency or organisation at meetings if their attendance would assist in the conduct of business.

6.8 The Shirley Ward Panel is a non-political group. Elected Councillors, Members of Parliament, Members of the House of Lords and Police Officers are not eligible for membership.  Any current member, who later becomes actively involved in promoting himself or herself for an elected position in local or central government, shall resign from the Shirley Ward Panel to prevent a conflict of interest. 

6.9 A member of the ward panel should endeavour to serve for 2 years, members will be required to seek re nomination after this period.

7. Meetings:

7.1 The Ward/Neighbourhood Panel will meet quarterly.

7.2 Extraordinary meetings of the ward panel will be called if local events or crime issues dictate that consideration by the panel members is required prior to the scheduled quarterly meeting.

7.3 An Annual General Meeting of the Ward/Neighbourhood Panel consisting of Panel members only should be held.  At this meeting business shall include the election of the Chair Person, Vice-Chair Person and Secretary and the panel’s activities reported on by the officers and reviewed by its members.

8. Voting:

8.1 Each member of the Ward/Neighbourhood Panel shall have one vote. In the case of any equality of votes the Chair of the meeting shall have the casting vote to ensure a majority vote is reached.

8.2 The conclusions of the panel discussions shall be reported by the secretary in a record agreed by the chairperson subject to formal approval at the next meeting. The final record shall be sent to all members and shall be available to others on request. Panel discussions should not be reported to non-members other than through the official record.

8.3 The panel will respect any police requests for confidentiality on matters that would not be in the public interest to disclose at that time.

9. Chair Person, Vice-Chairperson and Secretary:

9.1 At the Annual General Meeting the group shall elect a Chair Person, Vice-Chairperson and Secretary from among the panel members.

9.2 Any member voted in as Chair Person, Vice-Chairperson or Secretary will be eligible for re-election at the next annual general meeting.

9.3 The election of a member as an approved officer should only take place if the person is present at the Annual General Meeting of the Ward/Neighbourhood Panel.

9.4 Each individual who is interested in the position should be nominated by another member of the Ward/Neighbourhood Panel and then seconded by a further member.

10. Press Releases:

10.1 Any press releases or letters to press must go through the Chair/Vice Chair.

11. Alterations to Constitution:

11.1 This constitution’s ‘Terms of Reference’ may be altered at any meeting of the Ward/Neighbourhood Panel if two thirds or more of those attending agree to the proposed amendment. The proviso is that the Chair/Vice Chair be notified of the proposed amendment at least 5 days prior to the meeting, to ensure all panel members are informed of the proposed change.
